On October 6, Ontario immigration hosted a new Human Capital Priorities Stream (HCP) stream draw after a two-month break. A total of number 486 Express Entry Candidates were invited to apply for provincial nomination.
If the invited 486 Express Entry candidates meet all of the program’s qualifying requirements, they may be eligible for a provincial nomination to support their permanent residency application.
Furthermore, if foreign applicants receive a nomination under the Provincial Nominee Program (PNP), which is linked to the Express Entry system, they will get an automatic 600 points toward their overall score.
The Ontario Immigrant Nominee Program (OINP) targeted Express Entry candidates with scores of 463 to 467 on the Comprehensive Ranking System (CRS).
18 Ontario In-Demand NOC Occupations Lists
The OINP asked candidates to participate in this draw if they have work experience in one of the 18 occupations listed below:
- Other administrative services managers (NOC 0114)
- Banking, credit, and other investment managers (NOC 0122)
- Advertising, marketing, and public relations managers (NOC 0124)
- Other business services managers (NOC 0125)
- Engineering managers (NOC 0211 )
- Managers in health care (NOC 0311)
- Corporate sales managers (NOC 0601)
- Restaurant and food-service managers (NOC 0631)
- Construction managers (NOC 0711)
- Managers in transportation (NOC 0731)
- Manufacturing managers (NOC 0911)
- Human resources professionals (NOC 1121)
- Professional occupations in business management consulting (NOC 1122)
- Mathematicians, statisticians, and actuaries (NOC 2161)
- Registered nurses and registered psychiatric nurses (NOC 3012)
- Medical laboratory technologists (NOC 3211)
- Also, opticians (NOC 3231),
- And the last one is licensed practical nurses (NOC 3233)
In order to acquire the provincial nomination, invited Express Entry candidates must have at least one year of work experience in one of these occupations.
Besides, they will be moved to the front of the queue for an Invitation to Apply (ITA) for permanent residence if they are nominated under this or any other Express Entry-linked PNP.
So far this year, Ontario has received 4,851 immigration candidates under this stream.
In 2020, Ontario invited 6,716 Express Entry candidates to apply for a provincial nomination through the HCP stream 2020, making it the year’s most popular Express Entry-linked program.
What role do provincial nominations have in obtaining ITAs for Express Entry candidates?
Generally, Express Entry candidates who are nominated by a PNP receive an automatic 600 CRS point boost to their overall score.
This effectively ensures that they will be invited to apply in a subsequent Express Entry draw.
During the pandemic, Immigration, Refugees and Citizenship Canada (IRCC) held PNP-only draws, in which candidates were only invited if they had a PNP.
In 2020, Canada had PNP-only draws as well as all-program draws in the second part of the year, in which all candidates who scored above the CRS threshold were invited.
About the Human capital category
This category has two sub-categories, Ontario’s Express Entry streams, and the international graduate streams.
The first, international graduate, is based on a system of expression of interest.
Of course, if you wish to be considered for the Master’s or Ph.D. graduate programs, you must:
- Create a profile in the OINP e-Filing Portal, then register for your graduate stream’s expression of interest.
- Have you been invited to apply?
- Furthermore, you must apply within two years of graduating from an appropriate Ontario university with a graduate degree.
Ontario’s Express Entry stream is managed by the federal government’s Express Entry System.
In order to be eligible, you must have received a notification of interest from Ontario.
In addition, you must have an up-to-date profile in the federal government’s Express Entry system with your most recent work experience, language exams, and education.
About Canada’s Express Entry system
Canada’s Express Entry is not an immigration program, but an application management system that controls the applications for three Federal High Skilled programs, which include the:
- Federal Skilled Worker Program,
- Federal Skilled Trades Program, and
- Canadian Experience Class.
If you are qualified for Express Entry and enter your profile into the pool.
Then, you will receive a score based on the Comprehensive Ranking System (CRS).
The CRS awards you points based on your education, age, skilled work experience, official language skills, and other factors.
Normally, the immigration ministry invites the highest-scoring candidates to apply for Canadian permanent residence through regular Express Entry draws.
After you apply, an immigration officer at IRCC makes a decision on your application.
If you are approved, the last step is to finish your landing process and officially become a permanent resident.
How To Apply For Express Entry
If you want to apply for Express Entry, below are the processes.

Secondly, you need to put all your documents together to apply for Express Entry.
You may need documents, such as language test results (e.g IELTS), to show that you are eligible for Express Entry.
Some documents take a long time to get, so you should start planning on getting them ready now.
Thirdly, after getting your documents ready, your next step is to open a valid Express Entry profile.
This profile enables you to give detailed information about yourself.
If you are eligible, IRCC will accept you into the pool of candidates.
You will be ranked in the Express Entry pool using a points-based system.
Your score is based on the information provided in your profile.
Lastly, IRCC sends invitations to apply to the candidates with the highest scores in the pool.
If you are successful, you will receive an invitation to apply, where you are given 90 days to submit your application for permanent residence.
Ensure you submit all supporting documents to enable the immigration department to process your application.
Processing time for Express Entry usually takes 6 months or less.
Once your application is approved and successful, you will receive confirmation of permanent residence (COPR) from IRCC.
With your COPR, you can complete your landing process in Canada.
